KUALA LUMPUR, April 27 (Bernama) -- The use of tablet mobile computers in schools could be a solution to ease the heavy burden of carrying textbooks among schoolchildren, according to a father who has two daughters studying in a Chinese medium primary school.

Kashminder Singh, the managing editor of Mobile World magazine, said tablets were perfect for schools and instead of giving students RM100 each (government aid), it would be more useful over the long term to look into how tablets could become the new textbooks.

He said, someone or a corporation needed to work on producing an android or any open platform tablet that could be customised to become e-readers.

"In India, someone came up with the Aakash tablet that costs less than RM200," he said.

Kashminder said the tablet could be locked so that it can go online to only authorised sites, and e-book versions of text books could be loaded in each year for the students while publishers would receive a fee for each book loaded in.

"My daughters who study in Chinese medium primary schools carry bags every day which adults would find it difficult to lug around. I think there is a solution and someone needs to push it through," he added.

"Imagine all students having a tablet each. With everyone having a tablet, thefts should not occur because there would be no large scale resale market to sell to," he said in the March edition of the monthly publication.

"Technology cannot be denied and it is only a matter of time that books will go into tablets, anyway. Someone needs to have the will and also the knowledge to make sure the project is effective," he said.

LONDON: Seorang lelaki genius yang memiliki 11 ijazah universiti dan boleh bercakap lima bahasa dengan lancar, bekerja sebagai pengawal lalu lintas di sebuah sekolah.

Dr Bruce Berry adalah antara orang paling pintar di Britain.

Tetapi, selama lima hari seminggu, dia mengayuh basikal sejauh enam setengah kilometer untuk membantu kanak-kanak sekolah menyeberang jalan. Bruce, 70, yang memperoleh ijazah Doktor Falsafah dengan tesis 425 muka mengenai penulis kelahiran Russia, Andrei Makine, berkata: "Saya gemar berusaha mendapatkan ijazah. Tetapi saya ingin melakukan sesuatu untuk masyarakat. Saya seronok dapat membantu memastikan kanak-kanak selamat ketika pergi dan balik sekolah." Selain PhD, Bruce mempunyai tiga Ijazah Sarjana Muda, tujuh Ijazah Sarjana dan lancar bercakap bahasa Perancis, Jerman, Itali, Sepanyol dan Russia.

Berry yang masih bujang dan berasal dari Sharlston, West Yorks, mula bekerja sebagai kerani pejabat pos dan belajar ketika mempunyai waktu terluang sebelum menjadi penterjemah.

Bruce menerima gaji sebanyak RM1,000 sebulan untuk mengawal lalu lintas di luar Sekolah Crofton, Wakefield, tempat bapanya pernah mengajar.

Court: Only unit owners can be in high-rise management corporations

PUTRAJAYA: The Court of Appeal here has affirmed a High Court ruling that the Commissioner of Buildings (COB) was right in deciding that only unit owners and not their proxies can be elected as council members of high-rise management corporations.

The Court of Appeal panel, comprising Justices Clement Allan Skinner, Linton Albert and Lim Yee Lan, upheld the decision by Penang High Court Justice John Louis O'Hara in what was the first judgment of its kind in the country.

The effect is that property owners can only have one representative in a management corporation regardless of how many parcels they own.

Justice O'Hara had on June 29, 2010, ruled in favour of the COB who is the Penang Municipal Council president, and a unit owner, Yeap Dah Long who was the addressee in the COB decision involving the 36-storey Gurney Tower.

The tower houses The Gurney Resort Hotel & Residences owned by the Employees Provident Fund (EPF), a fitness centre, eateries and an office block. EPF owned 15 parcels with 259 rooms in the building and had more than one representative in the management corporation.

Following complaints from various parcel owners of the office block, the COB had on March 3, 2010, ruled that the management corporation's council was not properly constituted; only unit owners could be elected as council members; proxies could not be elected nor made chairman; and EPF was only entitled to appoint one representative in respect of the election although it owned 15 parcels.

The COB also ruled the creation of two sub-management corporations - one for the hotel and one for the office block - was invalid.

Monday's appeal was brought by Gurney Tower Management Corporation, Bondell Corporation Sdn Bhd which operates the fitness centre, and two proxy holders - M. Elangovan and Vincent Tan Boon Sun.

They had appealed on grounds that the COB had no jurisdiction to make the decision and had breached the rules of natural justice, and the High Court judge had committed errors of law in his decision.

The Court of Appeal found that there was no want of jurisdiction in legality, rationality or judicial impropriety in the COB's decision, and there was no misdirection or error of law on the part of the COB nor the High Court judge.

They also found that the appellants lacked locus standi, and were required by Section 41 of the Building and Common Property (Maintenance and Management) Act 2007 to appeal to the state authority if aggrieved by the COB.

The appellants were represented by G. Arumugam, the COB by Karin Lim and M. Murgan, and Yeap by K.N. Lee.

KUALA LUMPUR — Penggunaan komputer mudah alih "tablet" di sekolah-sekolah boleh menjadi jalan penyelesaian bagi mengurangkan beban membawa buku teks di kalangan pelajar, menurut seorang bapa yang mempunyai dua anak perempuan yang belajar di sekolah rendah Cina.

Editor pengurusan majalah Mobile World, Kashminder Singh berkata, tablet adalah sesuai bagi sekolah-sekolah dan daripada memberi RM100 bagi setiap pelajar (bantuan kerajaan), adalah lebih baik dalam tempoh jangka panjang untuk melihat bagaimana tablet boleh menjadi buku teks baharu.

Beliau berkata, seseorang atau sebuah perbadanan perlu berusaha bagi menghasilkan satu "android" atau mana-mana platform tablet terbuka yang boleh disesuaikan untuk menjadi e-pembaca.

"Di India, seseorang menghasilkan tablet Aakash yang berharga kurang daripada RM200," katanya.

Kashminder berkata, tablet boleh dikunci supaya ia hanya boleh memasuki talian kepada laman-laman yang dibenarkan dan versi e-buku buku-buku teks boleh dimuatkan setiap tahun bagi para pelajar manakala penerbit-penerbit boleh menerima yuran bagi setiap buku yang dimuatmasuk.

"Kedua-dua anak perempuan saya yang belajar di sekolah rendah Cina membawa beg setiap hari dan bagi orang dewasa akan mendapatinya sukar untuk menyeretnya.

"Teknologi tidak boleh dinafikan dan ia hanya menunggu masa bahawa buku-buku akan berubah sebagai tablet pula. Seseorang perlu mempunyai kesungguhan dan juga pengetahuan bagi memastikan keberkesanan projek itu," katanya.

Bandar Seri Putra digelar 'bandar ilmu'

KUALA LUMPUR 26 April - United Malayan Land Bhd. (UM Land) menyasarkan pembangunan Bandar Seri Putra akan siap sepenuhnya menjelang 2020 dan bakal digelar sebagai 'bandar ilmu'.

Bandar Seri Putra dibangunkan oleh anak syarikat UM Land, Seri Alam Properties Sdn. Bhd. (SAP) meliputi tanah seluas 1,224 hektar di Kajang.

Pengarah Urusan SAP, Frankie Tan berkata, proses penilaian pembangunan tersebut telah di peringkat akhir dan fokus pembangunan terarah kepada sektor pendidikan, kesihatan dan perumahan.

"Dua pertiga Bandar Seri Putra telah dibangunkan dan berbaki kira-kira 404.6 hektar dengan nilai pembangunan kasar (GDV) semasa mencecah RM3.5 bilion dan mungkin lebih pada masa depan.
